Peugeot 207 inside heating

ever since i bought the car i noticed that when the inside temp is what i want i turn off the fan and if the outside temp is winter conditions within 2 minutes the temp inside goes to the same as the outside temp. the draught seems to come from the passenger well. an even the consul is just shy of having ice form on it. it has been back to the garage but they were useless. i have to have the fan on and adjust the temp gauge accordingly

You don't say if it has auto climate control or is manual .Check this out ,

I would say the garage is correct and nothing wrong with it as the fan has to be on in the cars I've had / worked on with manual air con .The link verifies that , unless your car is different .
