Peugeot 206 steering wheel shaking

Changed track end rods but the steering wheel is shaking badly even at 5 mph

Check wheel alignment , check tyres and wheels for buckles or twists ,check for play at wheels and get wheels balanced if all o.k

I'd start by having a really good look at the tyre walls.
Especially the inners.
Yours sounds so bad I'm betting there's a big bulge.
