Peugeot 206 doesnt rev up on start up

hello,my fathers peugeot 2006 manual diesel with only 3000 miles on clock has a intermittent fault on start up,the thottle doesnt work? have to restart car a few times before it works again,so he can drive it.becoming more frequent,plugged in bosch kts machine and snapon solus they find no faults on ecu? could it be the Accelerator Pedal Position sensor? other than that im stuck for ideas? and its becoming dangerous.

the acc pedel pos sensor has 2 tracks unlikly 4 both to fail
i had a case where there was no throttle response after start up it only lasted 50-60 secs
does yours come up after a time?
id start by looking at fuel pressure after engine start solus should do this in data list,rail pressure should be 800 to 1400 bar.
if its low ecu wont let engine rev.(dont use mechanicle fuel pressure gauge they tend to break very dangerous).if fuel pressure is low strip filter if any particles inside poss high pressure pump damaged.this is a very large subject and best taken to an expert. hope this helps.
