Peugeot 206 seems to be stuck on recycled

I have a problem where the heating system seems to be stuck on recycled air. The air control lever is very loose and does not seem to go to the fresh air position. I think it is definetly this as the car windows steam up after travelling a few miles. Does anyone know how to fix this?

If loose , wont be operating flap .Need to pull it apart and check .Could be something simple like cable retainer not holding cable , but other possible causes .
