Nissan Elgrand steering lock stuck on, wont release

Model Year: 2003
I can’t get the steering lock to release. I have my foot firmly down on brake. Using key in lock. Keep trying to wiggle it back and forth etc but no joy

Check to see if brake lights are working to verify brake light switch is operating .
