All I can suggest is what I would do,
Using a hand operated vacuum pump isolate sub systems,
Like the fuel filter,
blanking off the inlet then vacuuming it to the max the pump,
i.e. 15"
and check for holding.
same with the tank then the lines then the pump.
Just a systematic test on smaller sections will make isolation easier.
The air has to be drawn in somewhere.
The other suspect is a little more difficult to test,
the injection pump itself.
this can be vacuum tested but will need blacking nuts for the output to the hard lines.
or a second set of lines cut off at the gland nuts and plugged with rubber tubes/plugs.
.But a first test as stated is the filter/housing,
open it up and check that it is full,
not half full,
The biggest demand for fuel is when heavy loaded going uphill.
So if the filter isn't full the injection pump will generate high vacuum in stead of pulling fuel the vacuum will suck air in from any faults.
