hesitation when accelerator is pressed before power is effective

When accelerator is pressed there is a big hesitation before car revs. Sometimes it is necessary to almost floor the accelerator then the car surges forward as the revs suddenly pick up.This is worst when I have slowed to exit a junction or to turn into another road or when I am in slow moving traffic.
The dealer insists the car drives normally !

Is the vehicle a proper auto or does it have a piloted gearbox?

We purchased a 59 reg E350 in Nov 2011, which has the same problem - up to a 3-second hesitation before the car responds, which can be particularly terrifying when pulling out onto a roundabout!!
We have spent 14 months arguing with the South Yorshire dealership who insist the car "drives as we would expect" and are at the stage now where we are considering taking legal action against the dealership.
