Kia cee’d when i am driving, there is resistance - almost like the brakes are still applied.

Variant: 1.6 Diesel CRDi EcoDynamics 2
Model Year: 2013

This resistance causes vibration in steering wheel and pedals at higher speeds. The brakes have been checked and I have been told to check the servo and ABS pump. Please advise, thanks
(It is noted this problem doesn't occur all the time whilst driving; sometimes no issue at all)

Dont know how you can " I have been told to check the servo and ABS pump. " unless you have the equipment do do so . The people who checked the brakes should have done so if they thought that was the fault .There are so many unknowns and reasons why this can occur with your car it's impossible to guess or suggest the cause without testing , replicating the fault and checking with a scanner that will cover all systems and modules
