Ford Mondeo abs on at 25 mph or below

Parked car up outside for a 2 week period while on holiday and when I picked it up there is a problem with the brakes.

Having driven around a while I can now pin point it as an ABS problem, it comes on at 25 mph or slower - the ABS light comes on occasionally but when it is on the brakes are fine. Anything above 25 mph the brakes operate correctly but soon as the speedo comes down to 25 you can feel the ABS kick in.

Been on several diagnostics including main dealer but no one can identify the exact fault - error message C1222 "Wheel speed mismatch" has been logged in the CPU

Have changed all sensors which hasn't solved the problem.
All tyre pressures OK and tyre wear even.

About 6-8 weeks before my holiday I had front to rear brake pipes replaced and one front hose but brake were fine up until parking up.

Anyone come across this problem?

could be a snapped abs ring check all 4 are secure.if not ford and most good garages have a scanner that will check speed of all 4 wheels so you can see which is causing problem.
but if a rings loose the abs ecu gets the wheel speed wrong and so brings in abs .
