Ford Mondeo ack brakes sticking

hi i have a problem with the back brakes on my 2005 mondeo they are sticking when car is parked up for a while but has just started to happen since the weather has turned cold especially when temp goes below freezing the back pads seem 2 be stuck to the discs and when you pull up handbrake there is no resistance if you drive for a couple of mins the pads seem to return to normal as does the handbrake.
does anyone know what could be the cause of the problem or is it just jack frost ?????

Seems like h/brake cable sticking and then freeing off . Could be due to weather conditions i.e cable getting water/ snow and then freezing. Once weather changes , if still doing it may need new cable if nothing else sticking at calipers/ pads etc.
