Ford Mondeo steering shakes

When I’m driving, especially at slower speeds, the steering feels loose. I get the impression the front wheels may go away from me before I move the wheel. Alignment & tracking have been done, tyres are nearly new. New discs & brake pads. Suspension, springs, track rod ends etc are all ok (checked by friend who is a mechanic). Any ideas? Could it be power steering??

Check the engine / transmission mounts , if worn on fwd car , can allow power unit to float affecting the steering . Not sure of set up on that car but check if any steering column universal joint that could be worn also

Forgot to add , it COULD be a fault with the rack
