Ford Mondeo brake pedal dropped

I recently noticed my brake lights were staying on.When I checked the brake light switch I could see that the pedal had dropped by about 1/2 inch and was not touching the switch. Also when the pedal is depressed its not as smooth as it was. Just to add one more problem to this, when I recently bled the system, the pedal on the up stroke would stop half way up before returning fully up. I have inspected everything I can and can't visualy see anything wrong. Any ideas would be helpful.
