Ford Mondeo un-responsive duatec

Car: Ford Mondeo
Variant: 2.0l duratec petrol
Model Year: 2002
Categories: Running Rough, Starting & Power Loss
The engine goes 'flat' at around 4,500 rpm, say, when overtaking, uphill. It has lost it's usual 'grunt'. At around 4,500 there is a slight hesitation before it gradually increases speed. It is as though it is choked, but the exhaust emission of very low, by all accounts. I have changed: - Plugs, air filter, fuel filter, tried a new coil-pack, throttle position indicator rheostat, the exhaust system and cat are fine.
Under normal driving it is fine and would appear to be nothing wrong. It is only when under load.
