May be the wiper relay .On some Mondeos it was (R11) – Windscreen wiper on/off relay.Try removing and refitting , sometimes works .Could also try switching off the auto wiper mode /rain sensor mode if fitted .Also found this on same subject , might help .

" Try pulling R8 and R11 out in the battery junction box and see if that stops them

Theses relays turn the motor on and off but the relay coils are actually controlled by the central control unit behind the glove box. Maybe check to see if something has become wet behind there.

Water wouldnt short the motor to keep running but it could privide a 'non parked' signal to central control unit.

Check on wiper motor that a Brown/Blue wire is connected OK as this connection gives the parked signal to the central control unit, if it does not see a parked position it will keep the relay R8 or R11 pulled in and the wiper continually wiping. "
