Ford Mondeo squelling from engine when cold

Car: Ford Mondeo
Variant: 1.8 TD Duratec engine
Model Year: 1999

I get a squelling coming from the engine when my Disael Mondeo starts from cold. THIS IS NOT THE FANBELT, as it has been replaced.
A friend has suggested it is one of the pulleys driving the fanbelt.
Does this sound right, if so how much would it cost to correct.
Please Help?

This time of year with cold and damp can cause belt slip a lot more, you probably a faulty belt tensioner.
