Ford Mondeo revs very high without my foot on the accelerator

When I turn the engine on it revs very high upto around 4000 before calming then everytime I use the gas pedal after I take my foot off it revs high again it also is not slowing the car down more likely the opposite - can someone help me?

If there is a fuel shut off valve, try cleaning or replacing as necessary...
