If he ran a live feed to pump and it started , cant be pump , must be wiring ? Assume you have checked the fuses and fuel pump relay ? There was a problem with 2001 fuel gauges reading incorrect .See here ,

Ford Focus 1999 and Mondeo up to 2001

Problem: Inaccurate reading of the fuel gauge.

Solution: A common situation is the fuel gauge reading zero after a fill-up. The problem is caused by a faulty fuel pump module which will have a poor / open circuit contact. A new revised fuel level sender card assembly should be fitted.

yes i just muiltmetered it and come up with 11.55 volts and the i wired a headlight bulb to the that cable but the bulb did not light up so this must mean there is no power going to the pump

so i need a wiring diagram

Have you checked the fuses ? This might refer to an earlier model but shows fuse and relay for pump .
