Ford KA ford ka 1.3 2003 - leaking fluid from steering rack bolts

I have recently bought a 2003 Ford KA 1.3 - It is leaking fluid from the bolts (2 bolts facing to the back of the car) in the steering rack. It also has a new wish bone from a previous accident as seen when I put the car up on a ramp.

The steering seems to be fine with no noises.

I've not known about the problem long enough yet to know how much fluid is leaking but I have topped up the resovoir.

Is it likely these bolts just need tightening with the specific part to do so or is it something more sinister? A new steering rack, even reconditioned sounds an expense I could do without.

i suspect the oil seals inside the rack have failed and filling the rack boots and spilling out and running to the bolts. have found this on a few occasions. i suspect new rack needed..
