Ford KA loud whining noise

The problem is a loud whining noise coming from under the bonnet.It always seems to happen when i move off quicly with high revs. It continues to do so when idling. When i start the car again later it is fine. The idle speed seems to be raised when this is happening and it is somtimes accompanied by a ticking sound.

The car has recently been serviced and has done 42k

The clutch has no effect on the whining noise.

The clicking sound seems to be coming from the large circular thing directly underneath the brake fluid reservoir and only does so when i hold the revs at a certain point. Could this be connected to the whine/hum noise?
