Had same prob on 2000 galaxy. In heavy@ish@ rain passenger footwell got soaked. Removed wiper arms & plastic cover beneath. Got out as much debree as i could by hand (looked hardly any) used airline to blow through all ducts & drain holes in this area (pay particular attention to area directly behind battery. Once all cleaned i reassemble & never had same problem again. I repeat this proceedure twice a year now as this is very comon fault with Galaxy & both sister models. Whole proceedure takes max 45 mins to 1 hour & can save you a fortune.

Check the pollen filter seal and drainage holes top corners of engine bay, pour in some water and see that water comes out in wheel arch behind front wheel.

I had the same problem, and found that the tube leading to the rear windscreen washer runs through here under the passenger carpet. At the point where the pipe goes through to the engine bay, there is a join, and the pipe had come off, causing water to leak into the passenger footwell every time I tried to run the rear washer.
Its a real pain to put back together but try dipping the free end of the tube in some hot water for a few minutes, it gets a little softer, and makes it easier to put back on.
