Ford Galaxy wipers working too fast

my front wipers are going full speed on all 3 settings. i am assuming it is a relay problem but cannot find the relays or know what the number is for the relay.
can anyone help please

R21 for the relay,you could substitute it to see if that,s the issue,behind the glove box.
