Ford Fusion headlights don't work

My Ford Fusion has just failed its MOT for having no headlights. The bulbs are OK, the wiring's OK and the fuses and everything else appear to be OK, and I am told this by an electrics expert who has been brought in by our regular mechanic. We have side lights and indicators and break lights but no head lights. Please help!

Maybe a faulty switch or relay.
