Ford Focus fuel and temp guage fluctuating

Model Year: 2002
Hi, The fuel and temp guage has suddenly started behaving funny in my ford focus. When the engine is on the fuel always says I have half a tank of petrol and does not move even after a week of driving. When I switch the igntion off the fuel and temp drops to zero and then suddenly starts going back up and down on its own, even though nothing is on. I have been told this is the voltage regulator. Is this correct and if so how easy is it to fix? Thanks.

It's a well known fault with the instrument panel on the Focus . This shows typical fault ,

That is exactly whats wrong with it. Does this mean I need a new intrument cluster or can I fix the existing one. It says, damp and mildew could be on the connection, can I somehow clean the connection and save taking the car to the garage.
