I'll have to check , but almost sure there is a resistor pack at radiator which feeds the electric fan which is a common fault , causing fan not to cut in / operate .

This explains it ,

The fans on the Ford Focus serve 2 functions- cool the engine down to a safe temperature and enable the air conditioning system to do its job of heat transfer- specifically at the condenser that is mounted directly in front of the engine cooling radiator. The fans receive their signal to come on from 2 sources- 1- the engine reaches a predetermined temperature that is feed to the PCM and 2-the air conditioning is turned on and the pressure switch is closed to signal the fan on. This is why the fans will run with the a/c on. tHE CLUE IS THE FACT THAT THEY WILL NOT COME ON WITH THE ENGINE RUNNING AND AFTER ABOUT 20- 25 MINS THE NEEDLE GOES TO THE RED ZONE. More than likley (95%) the fan resistor and/or the connector is bad- it is located between the fans at the 12 o clock postion mounted on the shroud assembly. Note- the fans will run via the a/c circuit with this resistor bad. The resistor is available from FORD along with a new connector kit(pigtail)if needed.
