Ford Focus air in power steering fluid

Car: Ford Focus
Variant: 1.8 Zetec
Model Year: 1999

I've just replaced the P.S high pressure line thinking it would solve the problem with air in the fluid but it hasn't. could air be getting in through the return pipe or could it be the rack?
I'm not loosing any fluid so the leak is hard to locate.

hi mate on the steering rack remove the steering rack boots and check for leaks in their if its ok would suspect pump seals drawing air or the p.s switch is drawing air but would of suspected a leak
