Ford Fiesta strange noise when steering at low speed

My car is making a strange sound when i am steering at low speed. It sounds like it is struggling to move the wheels - (sounds like too much effort)
The noise is now even when the steering wheel is in a neutral position. Noise is loud as ppl comment on it and i can hear it over the radio at times

My tires are inflated to the correct pressure, and iv had the wheels calibrated within 3 months

Any one have any ideas - could it be power steering fluid level

does it only make the noise when you SLOWLY turn the wheel?

Yes... mostly noticable when parking, going from lock to lock etc..

If its a creaking noise then it may be the steering rack! though I visited ford myself with a similar problem and they assured me that everything was fine.
