Ford Fiesta lights not bright enough

Normal lights aren't bright enough, cannot see the road at all when theres no street lights on dark road and the display icon on dashboard which states whether the lights are on dosnt work.
The the full beam and the rest of the dashboard display icons are still working.

Odd only both dip beam bulbs are out

Perhaps both bulbs are faulty or fuse blown

If bulbs o.k check fuses # 9 and 10
