Ford Fiesta engine revs too high

Car: Ford Fiesta
Variant: 1.3 LX manual
Model Year: 1996

whilst Driving the car over revs whilst changing gears,and while you let the car roll out of gear the car continues to rev at around 4000 revs until you make the car come to a complete stop then the Revs come down put still sticks at 1500 to 2000 revs per sec.
and usally it only ticks over at 1000 revs when warm.
Ive checked the throttle cable and its fine.
so what is the problem that could be causing
this.

THERE IS A FORD TECHNICAL NOTE RELEASED FOR THIS. THE PARTS DO NOT COST A LOT, YOU NEED A TPS (THROTLE POSSITION SENSOR)AND MODIFIED WIRING PLUG. EASEY TO FIT IN UNDER A HOUR CAN FAX YOU PART NUMBERS OR SEND YOU THE PARTS.

I forgot to mention that when you free wheel the car out of gear as the car speeds up in free roll,
so does the exelerater is that down to the above sensors in question.
