Ford Fiesta starting up problems

We have been having trouble with my Wifes 1.4 2002 Fiesta recently and haven't been able to determine what is causing the fault. Occassionaly but often enough, the car won't start when turning the ignition. When it does eventually start the accelerator doesn't respond, you press the pedal but nothing happens. When the car does get going the engine management light remains illuminated.
We have taken it to two different garages and neither of them could ascertain what the problem is.
Any ideas or solutions?

since the management light is illuminated have the car checked with a diagnostic machine, this will point you in the right direction let me know what code is retrieved

with you saying nothing happens when you press the accellerator pedal that would say to me throttle position switch located on the throttle body but do have a diagnostics test as this will point out exactly what the problem is

hi im a ford master tech , sounds like the e.a.c fault which is the electric accelerator control which is located on the inlet manifold their was a later softwear update to resolve this fault, could you tell me when the cr is running trn it of a listen to see if you hear a click of a flap opening and closing this is the e.a.c if it does not do this may req. new part and softweae patch.
