Ford C-MAX clicking and electrical noise when ignition on...

Variant: 1.6 tdci zetec

I appear to have an electrical problem when I turn my ignition on.
Its fine when key is turned to the first position (ie radio on) but in the second position (ie just before turning to start car) it all goes a bit haywire. I get an extreme clicking - which I presume to be solenoid - plus radio light and ignition lights start flickering, speedo needle shakes and I also get a bit of electrical noise as if theres a short somewhere. Obviously, car is also unable to start.
Is this more likely to be starter motor than battery?
I've just cleaned all earth contact points as I originally thought this was the cause but this has made no difference.

Certainly sounds like starter solenoid clicking , probably due to low bttery . Either charge battery / get it tested / replaced or try a jump start .

check getting live to starter motor and also remove starter motor and bench test

No sense in removing starter motor to bench test without checking my suggestions first re. battery .Totally unneccessary if it is just a low / dud battery .
