Fiat Doblo over revving

Car: Fiat Doblo
Model Year: 2003
Categories: Running Rough, Starting & Power Loss
My Fiat Doblo has a very irritating problem. When driving the van through the gears it over revs on each gear change as if the throttle cable is sticking. This only happens when driving and not when the car is stationary, if I rev the van when out of gear it returns to tick over normally.

Clutch slipping ?

The clutch is fine. The problem is that the engine continues to rev for a couple of seconds I release the accelerator and push in the clutch to change gear. The same happens if I release the accelerator to slow down, the engine doesn't decelerate for a couple of seconds.
