Citroen Xsara headlight beam not switching off

Variant: Picasso 2.0 Diesel

My picasso Head Lights won't switch off even when the key is turned off. Is this a relay fault or the stalk comp ? I have taken out the left and right bright beam fuses. All other lights working fine.

Try unplugging the stalk switch,
If it goes out now try a new s/h switch,
if not then get the BSI scanned.
