Both drivers an passengers door locks wont turn. Key fob does nothing on pressing unlock. Pressing lock makes hazard lights flash for approx 10 seconds, whilst the hazard light inside flashes about once a second constantly. No noise at all

You will have to strip down both front door trims and either free off seized locks / linkage or replace if needed .Also check wiring at same time .

Try soaking inside keyhole and through into linkage with WD40 and patiently working back and forth .Usually frees off in many cases .
