How do you set the time and date on a citreon xsara picasso ? also the speedo isnt very bright does that mean the bulb has gone?

On some models of Xsara Picassos on the top right side of dashboard there are two buttons one looks like a book the other arrows, they change date/time .

i have water comming from the water filler cap when the dash board says water level top up what is this problem
