Citroen Xsara Picasso coolant problem

hi can anyone help i checked my coolant today after a 20 mile drive and noticed that the coolant in the tank was freezing cold all the pipes where cold apart from the top hose from the radiator which was red hot the temperature gauge in the car was reading only to bars which i assume is normal but the electronic fuel gauge does not work so im wondering if the temperature gauge is faulty also any ideas would be much appreciated thanks

Could be thermostat stuck open , making engine run cold .
