Citroen Xsara Picasso starting /glow plug problem

The glow plug light never comes on , even at -3 deg C . The engine smokes for about 15 secs after it does reluctantly start . The smoke is white . The car runs like a dream once it has started . If i disconnect the water temp sensor wire then the glow plug light comes on and the engine starts with no smoke . I have changed the temperature sensor twice but this changes nothing . I know that the glow plug management system takes some info from the water temp sensor , but why it should work when i disconnect this sensor beats me .
I have also changed all 4 glow plugs .
Any thoughts please ?

Checked for power at glow plus , checked relay ?

It has to be really cold with these direct injection engines before the glow plugs actually come into play.
I wonder if you might have a dribbly injector or injector fault causing the problem.It might be worth having a leak off check carried out.It might be worth looking at adding an additive to your tank as well this time of year especially if you regularly use supermarket fuel

when I am driving and about to turn my steering wheel becomes very tight it feel like my power steering has gone if I stop and wait a few minits it is back to normal for a short while
