Citroen Xsara Picasso whiningfromthepulley/cambelt side of the engine

Have had a whining ,noise from the cambelt side/pulley .of the car was told it was the bottom pulley ,which was replaced ,BUT as not solved the problem .Its there constant almost as if its a bearing of some kind .Its there even when the car is idle can any one help me as i feel that i could end up with a heafty bill and still have a problem.

Could be a timing belt tensioner / idler ready to pack up .
