Citroen Synergie will not start

I have replaced the fuel pump in the tank, fuel pump relay, but the pump will not run, I have connected a 12v supply straight to the fuel pump the pump then runs but the engine will not fire, I have checked fuel pump and immobiliser fuses

There will be an inertia operated fuel cutoff unit under the bonnet which is supposed to trip in an accident to stop the fuel pump. Speed bumps and potholes can trip these sometimes. Usually it's a small unit with a rubber cap which you press to reset.
