Would check heater resistor and wiring

I got same issue, I changed new blower heater, new resistor, and then they sed the issue maybe its with AC control panel, I changed that is well same thing it's doing, I ben to the electrician the checked for 1 day they can find the issue, can somone tell me where can I send or what should I do please,
