Car only 5 years old with just over 60,000 miles on clock. Serviced annually. This year spoke to mechanic about how often we needed to top up the oil. Advised to change timing belt - an expensive repair. Fault continued. Advised today it needs a new engine! Can I complain to anyone?

Depends on fault and what caused it . If caused by incorrectly fitted timing belt which is a known , common fault you may have a case
Would need the car examined by independent qualified engineer who would submit his findings in a report . But without knowing a lot more facts . evidence on state and location of car etc . hard to say if feasible or not . AA used to provide such a service but not sure if they still do
