Citroen C2 windsreen wiper problem

Windscreen wipers only work in the full on position and when canceled they stop wherever they are at the time, changed the whole control unit with paddles attached but made no difference.
Would replacing the relay be the next step?

sounds like wiper motor at fault have you checked all fuses
