Citroen Berlingo heaters not very warm

The heaters in my van only blow out slightly warm airwhen on full.
Ive changed the thermostat and bleed the radiator but still no change.
The engine temperature is running fine.
Is it the heater control valve? if so where is it and is it easy to sort?

sounds like the heater matrix is blocked ( this is a small radiator that the fan blows air through ). try flushing it out, it could be sludged up if the cylinder head gasket is going or has gone in the past.
