have you checked to see if you are getting supply to the glow plugs as it could be the relay or poor wiring

yes you will need either a test light or multimeter set that to dc volts (at least 12volt scale but if over it wont matter) then get someone to turn on the ignition whilst the meter is connected one lead to battery negative and the other lead to the wire on top of the actual glow plug and it should give you a voltage somewhere around 11-12 volts or if done with a test light it should light up .also listen out carefully for a click of the relay when you first turn ign on and again when the glowplug light on the dash goes off (although sometimes they can click after the light goes out) so listen carefully good luck

I have exactly the same problem. I have had new glow plugs, a reconditioned starter motor, new battery, new fuel line. Nothing helps in this cold weather, I'm just praying for spring. Mine is a 2000, too. Did you get to the bottom of your problem in the end?
