BMW 3 Series there is a buzzing noise when i turn off the car.

When i put my car into park and turn my key to turn off the car I get a buzzing noise. I don't know why. Also My driver side window wont roll down properly. It will roll down an inch and then stop and i have to keep pressing the button to make it both down and up.
