Audi A3 low dipped beam headlights

My self levelling xenon headlights are very low on dipped beam, the drivers side headlamp beam runs out about 20 feet in front of the car and on rural roads it is not safe as you can't see what is coming up.
I took the car into my local dealers and they checked the headlight alignment and said it was ok. I have heard of quite a lot of people with this same problem but they don't seem to have come up with an answer

Likewise have heard of this problem you describe but haven't heard of a real solution .
